Currently, running EXE on other platforms would have no impact on non-Windows systems such as MacOS. A mono framework installed in the system is required to compile or load these executables and libraries. In this case, however, the bundling of the said framework with the malicious files becomes a workaround to enable EXE files to run on Mac systems. As for the native library differences between Windows and MacOS, the mono framework supports DLL mapping to support Windows-only dependencies to their MacOS counterparts. Overall, this technique may be done to overcome a malicious user’s Objective-c coding limitations.
Rather, controlling what information software can get it's hands on (focusing on the input rather than output) seems to the only way out? This is what app permissions on phones and applet sandboxing, chroot jails & containers, etc; try to do.

Little Snitch Publisher's Description
Little Snitch is a handy application for monitoring and managing your incoming and outgoing network data on your Mac. The Demo Mode is pretty much unrestricted—pretty much the only limitation is that it will turn itself off every three hours, and you have to restore it. This means that if you suspect that you have malware on your computer or that a website is up to no good, you can use the Demo Mode of Little Snitch to investigate completely for free. If you do want to get a full license, it’ll cost you a little under $50.
The only way to make this sort of idea work reliably is a managed learning approach that creates a whitelist of known-good network traffic patterns, and then only permits those.
